The Punjab government has decided to include blind individuals in the special persons list, granting them access to government schemes, education, healthcare, and employment opportunities.
LAHORE (Dunya News) — The Punjab government has taken a step forward by deciding to include visually impaired individuals in the special persons list.
The move comes under the Punjab Special Persons (Empowerment) (Amendment) Bill 2025, which was approved by the Punjab Assembly’s Standing Committee on Bait-ul-Maal. The bill will now go for final approval in the Punjab Assembly, followed by the Governor’s assent.
Under the bill, individuals with less than 3/60 vision and those who are completely blind will be recognized as special persons.
This inclusion will allow them to receive special certificates, making it easier to benefit from government programs, access healthcare, pursue education, and secure employment.
Officials said the special certificate will also support visually impaired individuals in obtaining medical treatment and educational assistance. The government hopes the bill will help blind individuals “get a fair shake” in society and improve their overall quality of life.
