According to the petition, consumers are being charged for electricity that was not actually consumed. It argues that the government has been collecting capacity charges through electricity bills without parliamentary approval.
The petitioner further contended that payments made to local investors linked to the national grid on a dollar-indexed basis are unconstitutional and place an unfair financial burden on consumers.
The petition has requested the court to direct authorities to make payments solely on the basis of electricity actually supplied to and received by the system.
It also seeks an order requiring the government to recover trillions of rupees allegedly paid in excess to Independent Power Producers (IPPs).
In addition, the petitioner has asked the court to order accountability proceedings against officials and institutions involved in the matter, including NEPRA and other relevant authorities.
The Lahore High Court is expected to examine the legal and constitutional aspects of the petition during subsequent proceedings.
