KARACHI (Dunya News) - MQM leader Dr Farooq Sattar has said new provinces and administrative units and effective local government system will ensure fair distribution of powers and solution to people’s problems.
MQM leader Dr. Farooq Sattar has said that the conditions in Karachi are worse than Mohenjo-Daro.
Addressing a seminar held by Karachi Council of Foreign Relations here on Saturday, Dr Farooq Sattar said that there is a hybrid democracy in the country, and the reality does not change whether someone believes it or not.
“Proposals for the establishment of new provinces have been made on many occasions in the past.
The conditions in Karachi are worse than Mohenjo Daro. About 40 million people in the city are living in the worst conditions, how investment will come without the development of Karachi. To improve governance, it is necessary to transfer powers to the lower levels,” the MQM leader said.
He added that Article 140 of the Constitution talks about the powers and strengthening of the system of local governments.
Every division and district must be empowered. The establishment of new administrative units is an effective means of solving problems and ensuring fair distribution of powers, Farooq Sattar commented.
The establishment of new administrative units will not change the geographical position of the provinces, but rather people’s problems will be resolved at their doorsteps and the system of accountability in governance will be strengthened.
A public referendum should be held for the establishment of new administrative units, which will benefit the people of all of Pakistan, he suggested.
He said the establishment of new administrative units is the voice of the people of Karachi. Reforms have not been made in the overall system of the country, however, our party has made reforms within itself.
The country has vast mineral resources and political and administrative reforms are indispensable for economic success, the MQM said and added Pakistan has achieved diplomatic successes at the global level, and after winning the war against India, success in the economic battle is necessary.
He also referred to the proposals that have emerged at various political levels regarding new provinces and administrative units.
