Summary Military leadership stresses governance, stability and intelligence-led operations
RAWALPINDI (Dunya News) – The Pakistan Army has reaffirmed its commitment to combating terrorism, safeguarding national sovereignty and accelerating military modernisation during the 276th Corps Commanders' Conference held at the General Headquarters in Rawalpindi.
The conference was chaired by Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces, according to the Inter-Services Public Relations (ISPR). The forum reviewed the country's prevailing security environment, regional developments and the operational preparedness of the Armed Forces.
The participants offered Fateha for the martyrs, stating that the eternal sacrifices of Pakistan's martyrs would forever remain the foundation of the country's security, unity and resilience.

The conference expressed grave concern over what it described as the planning and continued use of attacks against Pakistan by Indian-backed terrorist groups operating from areas under the control of the Afghan Taliban. The military leadership said sustainable peace and stability in the region depended on preventing Indian proxies from using Afghan-controlled territory to launch terrorist activities against Pakistan.
The forum stated that it was the responsibility of the Afghan Taliban leadership to ensure territory under its control was not used for terrorism targeting Pakistan. It also reaffirmed that Pakistan reserved the full right to protect and defend its people against terrorism.
The conference announced that intelligence-based operations against terrorist threats originating from areas under Afghan Taliban control would continue under Operation Ghaib-ul-Haq.
The commanders also stressed that areas affected by terrorism required an effective governance system focused on public welfare while dismantling the nexus between terrorism and organised crime sustained through political patronage.
Addressing the broader security landscape, the forum said that after suffering what it described as a defeat in the "battle of truth", hostile elements were attempting to create instability through hybrid warfare and disinformation campaigns. It pledged that any effort to spread unrest with external backing would be countered decisively.
The conference paid tribute to Pakistan's role in promoting regional stability and reducing tensions. It also reviewed India's statements concerning the Indus Waters Treaty, reiterating that the National Security Committee's guidance issued on 24 April 2025 remained the country's official position. The participants stated that Pakistan's Armed Forces would take all necessary measures, in line with government directives, to ensure the country's legitimate share of water.
Reaffirming Pakistan's long-standing position on Kashmir, the forum described the territory as Pakistan's jugular vein and said lasting regional peace depended on granting the Kashmiri people their inalienable right to self-determination in accordance with United Nations Security Council resolutions.
Field Marshal Asim Munir directed all commanders to ensure the swift implementation of the Multi-Domain Transformation Plan in line with the evolving nature of modern warfare, while emphasising that Pakistan's sovereignty and national interests would be safeguarded at all costs.
