LAHORE (Dunya News) – The Punjab cabinet has approved a significant policy shift aimed at regulating motorcycle usage among teenagers, deciding to introduce a special driving permit system for individuals aged between 16 and 18 years.
Under the new arrangement, young riders within this age bracket will be allowed to operate motorcycles legally through a dedicated authorisation framework, rather than a full driving licence.
The decision was taken during a provincial cabinet meeting, where amendments to existing transport and licensing laws were formally approved. The move is intended to bring underage riders into a regulated system, ensuring oversight while acknowledging the mobility needs of adolescents who rely heavily on motorcycles for daily commuting.
According to official details, the Punjab Home Department had proposed amendments to the Punjab Motor Vehicle Ordinance 1965, specifically targeting Section 4, which deals with juvenile driving permits. These revisions have now been incorporated under the Punjab Motor Vehicle (Amendment) Act 2026, forming the legal basis for the new permit structure.
The updated framework also includes proposed changes to the Punjab Motor Vehicle Rules 1969, aligning administrative procedures with the newly introduced category of juvenile driving permits. The reform establishes a clear distinction between full driving licences and restricted authorisations issued to younger riders.
Under the new system, teenagers aged 16 to under 18 will be eligible for a special motorcycle driving permit. This permit will grant limited permission to operate motorcycles, subject to conditions defined under the revised regulations. Authorities have indicated that the initiative is designed to improve road discipline among young riders and reduce unregulated driving practices currently observed across the province.
A spokesperson for the Punjab government confirmed that the cabinet has formally endorsed the legislative changes, marking an important step in restructuring age-based driving permissions. The proposal reflects an effort to balance public safety concerns with practical transportation needs faced by school and college-going youth.
Officials added that the implementation phase will follow the finalisation of procedural adjustments within the transport and licensing departments. The new permit system is expected to be rolled out after the completion of regulatory formalities and notification of amended rules.
